REGIONAL INITIATIVES and NETWORKS

Agenda for Civil Society in South-East Europe
A three-year research project, coordinated by CEU-Budapest. The idea of the project is to come up with a policy document “Agenda for Civil Society in Southeastern Europe” in three years (by 2003) that will serve as the vision paper for de­velopment of the region in the next 20 years. The paper will address both governments and publics and should offer coherent policy strategies. The work on the Agenda is aimed to be a stimulus for opening the dis­cussion to different sectors of society and for initiating regional policy debate.

Economic Reconstruction and Development in Southeast Europe
This European Commission / World Bank website aims to provide a real-time working tool to help donors identify the current situation in South East Europe and the macroeconomic needs of the countries.

South Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (UNDP)

SEESAC is a component of the Regional Implementation Plan on Combating the Proliferations of Small Arms and Light Weapons (SALW) formulated and adopted by the Stability Pact in November 2001, with the aims of stopping the flow and availability of SALW in the region, consolidating achievements so far and supporting the socio-economic conditions for peace and development in South East Europe.

Southeast European Cooperative Initiative (SECI)
The impetus behind the Southeast European Cooperative Initiative is encouraging cooperation among its Participating States and facilitating their integration into European structures.

SECI Regional Center for Combatting Trans-Border Crime
The mission of the Regional Center for Combatting Trans-border Crime is to support common trans-border crime fighting efforts of SECI participating countries in order to improve the business environment in Southeast Europe and make it more attractive for investments, with the declared aim of reaching economic and political stability in the region.

Southeast European Educational Co-operation Network
Facilitating the flow of information and establishing links between grass roots initiatives/NGOs, regional educational policy makers and European and International institutions.

The Balkan Network
The Balkan Network is a coalition of independent public policy economic institutes in the Balkans dedicated to regional cooperation to increase economic growth and opportunity, improve competitiveness and innovation, and remove barriers to growth across the region.

The EU-Balkan Working Group
The EU-Balkan Working Group is an interdisciplinary, multinational network of experts on European and regional integration, dedicated to fostering closer ties and enhanced understanding and cooperation between Balkan countries and between them and the European Union.

Trade and Transport Facilitation in Southeast Europe Program (TTFSE)
TTFSE fosters trade by promoting more efficient and less costly trade flows across the countries in Southeast Europe and provides European Union-compatible customs standards. Participants in the program include Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the former Yugoslav Republic of Macedonia, Romania, Moldova and the Federal Republic of Yugoslavia.

UNDP Early Warning System for South-Eastern Europe
In April 1997 the first Early Warning System team was established in Bulgaria. Today, seven SEE countries and territories are committed to the project.The EWS monitors economic, social and political indicators in order to analyse the potential of various types of risk. These risks include any adverse effects on progress, instability or symptoms of crisis at the national level. Their analysis is published in the form of a report on a regular basis.

Center for Civil Society in Southeastern Europe
A US-based NGO which has conducted numerous training programs in the United States, Croatia and Bosnia-Herzegovina for government and civic leaders.

Center for International Private Enterprise's Combatting Corruption Program
The Center for International Private Enterprise (CIPE), an affiliate of the U.S. Chamber of Commerce, works to build democracy and market economies throughout the world. CIPE works in four principal areas: a grants program currently supporting over 90 indigenous organizations in developing countries, an award winning communications strategy, training programs, and technical assistance through field offices.

EastWest Institute
The EastWest Institute works in the areas of international security, economic and regional development, transfrontier cooperation, the Russian regions and development in South Eastern Europe.

European Stability Initiative (ESI)
ESI is a non-profit research and policy institute based in Berlin which aims to produce practical, independent and timely analysis of developments in South Eastern Europe and of the impact of international interventions. ESI's multi-national team includes practitioners and analysts with extensive experience in South Eastern Europe.

Euroregional Center for Democracy (CED)
CED is a non-governmental and non-profit organization that promotes democracy and stability in Central and South - Eastern Europe. Based in Timisoara, Romania.

Kokkalis Program on Southeastern and East-Central Europe
The Kokkalis Program is an integrated network of educational and research activities that aims to support the transition to democracy and market economy now underway in the Balkans by bringing together senior policy-makers, scholars and students.

The Center for Democracy and Reconciliation in Southeast Europe
The Center for Democracy and Reconciliation in Southeast Europe is a non-governmental, non-profit organization that seeks to foster democratic and pluralistic values, to support free-market economies that are guided by the rule of law and by social responsibility, and to encourage reconciliation among the peoples of the Balkan region.

Center for the Study of Democracy (CSD) is an interdisciplinary public policy institute dedicated to the values of democracy and market economy. CSD is a non-partisan, independent organization fostering the reform process in Bulgaria through impact on policy and civil society.

The Balkans Institute of the US Institute of Peace
Providing policy-relevant analysis, facilitating dialogue, supporting the work of others, promoting scholarship, training for conflict management and communicating diplomacy, are just a few activities the Balkans Initiative undertakes each year.

Transnational Crime and Corruption Center (TraCCC)
TraCCC is a non-profit institute based in Washington, D.C. and dedicated to the research of trends in organized crime and corruption. It maintains six overseas organized crime andcorruption research centers: in Moscow, Irkutsk, Yekaterinburg and Vladivostok, Russia, and Kyiv and Kharkiv, Ukraine.

Trust for Civil Society in Central and Eastern Europe (CEETrust)
The mission of the Trust for Civil Society in Central & Eastern Europe is to support the development and long-term stabilization of civil society in Bulgaria, the Czech Republic, Hungary, Poland, Romania, Slovakia and Slovenia.

Vienna Institute for International Economic Studies' Balkan Observatory
The WIIW Balkan Observatory is a portal to statistics, research and communication in relation to economic developments in South-Eastern Europe.

Western Policy Center
The Western Policy Center analyzes current U.S. foreign policy toward southeastern Europe and develops policy recommendations for the region. The Center publishes The Strategic Regional Report, which provides readers with original commentary and fresh perspectives on current regional issues, and a concise review of major political, economic, and military developments impacting U.S. interests.

Anticorruption.bg
Anticorruption.bg is the first Bulgarian portal site dedicated to corruption and anti-corruption measures and policies in the country.

Anti-Corruption Gateway for Europe and Eurasia
The Gateway offers primary materials and direct links to major information sources for anti-corruption practitioners and analysts engaged in Eastern Europe and the Former Soviet Union. It serves as an easily accessible repository of anti-corruption project documentation, legislation, regional and international agreements, news, survey results, reports, and research.

Anti-Corruption Network for Transition Economies
The network aims to facilitate the exchange of information and experience on national, regional and international anti-corruption initiatives.

Coalition 2000
Coalition 2000 is an initiative of a number of Bulgarian non-governmental organizations aimed at combating corruption through a process of cooperation among governmental institutions, NGOs and individuals drafting an Anti-Corruption Action Plan for Bulgaria, and implementing an awareness campaign and a monitoring system.

Integra Venture' Corruption Project
The Integra Venture is a Central and Eastern European co-operative initiative based in Bratislava. Its corruption project aims at measuring and encouraging the ability of Central and Eastern European SMEs to resist corruption and do ethical business.

Stability Pact Anti-Corruption Initiative (SPAI)
The Stability Pact initiative to fight corruption in South Eastern Europe

The World Bank Anti-Corruption Knowledge Center
This website aims to disseminate knowledge about the latest anti-corruption tools, techniques and resources, and to provide updates on the most recent developments in the World Bank’s anticorruption efforts.

Transparency International (TI)
TI is a non-governmental organisation dedicated to increasing government accountability and curbing both international and national corruption. It has National Chapters in more than 77 countries and publishes an annual Corruption Perception Index.

UNDP Management and Governance Network
Management Development and Governance Division (MDGD) provides support to the United Nations Development Programs efforts to promote good governance.The Division operates at the global, regional and country levels. It gives support and has programmatic activities in governing institutions,decentralised governance, public sector management and accountability, governance in crisis countries etc.

UNDP Programme for Accountability and Transparency
PACT Bratislava is a UNDP programme to promote transparency, accountability and effective management through support to Supreme Audit Institutions (SAIs) and related national financial control and management institutions, as well as to the evaluation capacities of national and local Governments.

USAID Anti-Corruption Resources

Southeast European Times
The Southeast European Times Web site is a central source of news and information about Southeastern Europe in nine languages: Albanian, Bulgarian, Croatian, English, Greek, Macedonian, Romanian, Serbian Latin, Serbian Cyrillic and Turkish.

Southeast Europe Online
Southeast Europe Online is designed as a Balkan portal site focusing on creating a virtual network of NGOs in Southeast Europe. The project covers seven countries: Albania, Bosnia & Herzegovina, Bulgaria, Croatia, FR Yugoslavia, Macedonia and Romania.
