Regional Conference "Institutionalizing the Prevention of Corruption in Security Forces: Enhancing Preventive Structures"

March 11-14, 2002, Sofia

The Center for the Study of Democracy and the George C. Marshall European Center for Security Studies jointly organized a regional conference "Institutionalizing the Prevention of Corruption in Security Forces: Enhancing Preventive Structures" on March 11-14, 2002, in Sofia. The purpose of the conference was to provide a forum for senior executives from governmental security organizations from SEE countries to discuss and to develop solutions against corruption within security forces.

Purpose and objectives:

  • Evaluate the effectiveness of current institutional structures that work toward preventing corruption
  • Establish the components of a successful anti-corruption structure including:

    - Setting standards/codes of ethics
    - Character-building and training
    - Prevention/identification
    - Interagency cooperation

  • Recommend areas for improvement in existing structures
  • Facilitate future cooperative activities between international organizations/NGO's and security organizations toward preventing corruption

The conference was a four-day event with the participation of senior officials from eleven countries in Southeast Europe (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Hungary, Macedonia, Moldova, Romania, Slovakia, Slovenia, and Yugoslavia) as well as special observers form international organizations and local NGOs with the following topics included in the agenda:

  • Effectiveness of current structures to prevent corruption
  • Character-Building and Standards/Codes of Ethics
  • Accountability-enhancing structures and internal control mechanisms
  • Assisting investigators and prosecutors within the Security Forces
  • Enhancing NGO cooperation/Public-Private cooperation
  • Enhancing international cooperation
